IC and Reis Mini Map are notorious for not working together. You have to use a mod manager to make them both work. I recently started using MagicLauncher and love it. Very simple to use and so far it's worked perfectly. You have to place the mods in the correct order of loading for them to work - I can't remember which goes first, but it will tell you in advance if they won't work.
rei's must be before IC. But yes what bsp said. Theres also a patch in IC, but idk how to install the patch, so I just do what bsp did.
