1) The person who posts the application. 2) The OS who approves or denies the application. This is for two way communication between OS and Player. It's only about the player who submits his build and the OS who reviews it. It's not about you and what you think of their build. If you really feel like you have to comment on it, do it in Mail or start a new topic somewhere else. P. S. No you shouldn't even post congrats posts - that's what the ranking system is for!
