You make a T shape with 4 Soul Sand and place 3 Wither Skeleton heads from the new mob on top of it in order to summon a Wither. You can summon it in any dimension. When you kill it, it drops the Nether Star, which is used to craft a Beacon

I think we're going to need a plugin that keeps this from being made, (Thanks to the new building recipe for this thing) otherwise griefers will abuse the hell out of it and use it to blow our shit up...

no plugin needed. you just disable the use of that wither head block... then it can't be placed. And I agree, should the wither be able to be placed anywhere it would be wise to limit who can do it, if at all. Perhaps just selling nether stars at trader shop would suffice, ofc at a very steep price as these are meant to be rare. You could also host weekly wither events where they are spawned in a mob battle type event where players have to defeat waves of mobs.
